For families
How to move into a care home, who pays for what, what to bring and answers to common questions.
How to get a place — 5 steps
- Contact your municipalityThe application goes to the social worker of the municipality where the person is registered as resident. A relative or family doctor can also apply.
- The municipality assesses care needsThe social worker assesses what help is needed and decides on paying the care cost.
- Choose a care homeYou choose the provider yourself — the municipality's decision is valid at Kuuda too.
- Get in touch with usFill in the inquiry form or call. We will discuss needs and availability.
- Contract and arrivalWe sign a contract and agree on the arrival date. Within 30 days we draw up a care plan together with the resident.
If the municipality does not establish a care need, or you prefer not to apply through it, the service can be used fully at your own cost.
Residents of Märjamaa parish
You can apply via the parish self-service portal (SPOKU) or at the parish office, Tehnika 11, Märjamaa. People from other municipalities contact their own municipality's social department.
Who pays for what?
Municipality
Since 1 July 2023 the municipality of residence pays the care cost — care staff wages with taxes, work clothing, training etc. — up to the limit it has set.
Resident
The resident pays for accommodation, meals and other costs, plus medicines, diapers and any extra services chosen.
If the pension is not enough
If the resident's income is not enough, contact your municipality's social worker — they will assess the situation and possible additional support.

Frequently asked questions
Do I have to wait for the municipality's decision?
No. Contact us early — we will discuss needs and let you know when a place becomes free. The decision is needed for municipal support.
Can someone come only temporarily?
Yes. We offer short-term care, for example while a family carer takes a break, for the winter or after hospital — subject to availability.
Can a couple live together?
We have double rooms. Ask in the form or by phone — we will accommodate the wish where possible.
Can residents bring their own things?
Small personal items — photos, pictures, a blanket, a radio — are welcome. Please agree on larger furniture in advance.
How do I get information about my relative?
Staff provide information to the contact person named by the resident. Feel free to call with any questions.
How is the price made up?
The price depends on the care package (see Prices). The care cost part is paid by the municipality, the rest by the resident. Medicines and diapers are charged at cost.
What if I am not satisfied?
First contact the care home manager. If the issue is not resolved, you can contact the Social Insurance Board: info@sotsiaalkindlustusamet.ee, +372 612 1360.
